The Bureau of Culture was established in July, 12, 1932 . It was originally a library in the era of Japanese occupation, and was changed into PengHu County People's Education Hall with Reading Room in 1945 when Japanese left Taiwan and Kuomintang took over. In March, 1949 it was reorganized as Working Team of Social Education of PengHu County. The same year in August, it .was renamed as PengHu County Library and was moved to ShuTe Rd. in MaGong Town and then to ZhiPing Rd. In 1966, a new and larger building was built in ZhungZheng Rd.
