In April, 1993, JunHan Design Company was appointed to design the construction of the museum. In March, 1994, after the design was completed, the construction project was started. Then HunGe Advertising Decoration Company won the bid and started the construction. It was completed in October, 1994. The same year on Christmas Eve, the museum was opened.

The first construction was divided into 13 units, focusing on explanations by pictures and slides in the hope of offering an introduction of the ocean culture of PengHu . The second and the third construction amounted to 11 units, emphasizing real views and objects so as to expose the rich ocean resources. The units echo and interact with each other. This construction is indeed a collective creation of local ocean professionals.
